Employee feedback is the regular collection of data about a team's workload, satisfaction and blockers; performance management connects that data to goals and development conversations. A once-a-year survey is a snapshot, not a loop — when the pulse isn't measured regularly, problems surface only at the exit interview.
Problem and approach
The survey runs once, the results are summarized in a deck, and next year the same problems appear in the same deck. Without repeating the measurement across periods, nobody ever learns whether an action worked, so the same generic measure is applied to everyone. On the employee side, the feeling of 'they asked for my opinion and nothing changed' lowers participation with every new survey.

Implementation notes
Rating, NPS and open-text question types, per-recipient link distribution, anonymous collection, the 360 matrix and period-over-period trends are built into WPerf.
Four numbers track a feedback loop: survey participation rate, the change in average score between periods, the distribution of scores (the average can hold steady while the extremes spread), and the completion rate of 360 reviews. If participation falls while the average rises, that may signal quieting rather than improvement.
Try it with your figures: in a team of N people, if K respond to a survey your participation rate is K/N. Measure it the same way every period — participation is itself a health indicator. Reading the score average without reference to participation is misleading.
